Date
Project Started – 17 July 2001
Memorandum of Understanding (MOU) between International Maritime
Organization (IMO) and Selangor State Government (SSG) was signed.
IMO was represented by Dr. Chua Thia-Eng, Regional Program Director
of PEMSEA (Partnership in Environmental Management for The Seas of
East Asia) and SSG was represented by the Selangor Chief Minister,
Dato’ Seri Dr. Mohd Khir bin Toyo.
On the same occasion, another MOU was signed between IMO, SSG and
LESTARI of National University of Malaysia (UKM). This allows
LESTARI to provide administrative and technical support and capacity
building throughout the project duration.
The event took place at the Chief Minister’s Office at the Selangor
State Secretariat building in Shah Alam, Selangor. It was also
witnessed by the Malaysia’s UNDP representative, Ms. Maxine Olson,
Mr. Adrian Ross, Senior Program Officer at PEMSEA, the then Selangor State Legal Advisor, Dato’ Zawawi Salleh, and SWMA Director, Ir. Hj.
Rahmat Mohd Shariff.
Total project duration
17 July 2001 until 31 September 2004 (3 years 2 months). Due to the
tremendous feedback and recognition on the program by various
parties, PEMSEA has secured the green light from the donors to
extend this program for another year until September 2005.
Project Boundary
In view of the inter-relations between land and sea, 2 pioneer
coastal districts have been selected in Selangor for this project:
Klang District and Kuala Langat District. These two districts were
selected as they host two of the river mouths that traversed through
the most populous and developed areas in the country. Among the
cities traversed through by both rivers are Kuala Lumpur (capital
city of Malaysia), Petaling Jaya (highly urbanized city adjacent to
Kuala Lumpur) and Putrajaya (new Malaysia Federal Government
administrative capital). This area presents numerous conflicts that
arised from various developments in the area.

Partnership
This project is co funded by both the Selangor State Government and
IMO on a 50-50 basis. IMO contribution comes from the Global
Environment Facility (GEF). Partnership also comes in the sense that
all the related government agencies will coherently involved in this
project as partners rather than consultants. Partnership is viewed
as a long-term and sustainable solution in solving a multiple use
conflicts in a complex coastal zone through creating a sense of
ownership.
Project Office
In executing this project, a Project Management Office (PMO) was set
up at the Selangor Waters Management Authority (SWMA) office in
Bangunan Darul Ehsan, Shah Alam.
SWMA is a Selangor State agency, which was set up in 1999 to plan
and implement an integrated river basin management throughout the
state of Selangor, guided by its enactment, Selangor Waters
Management Authority Enactment 1999 (SWMAE 1999). It tends to
reshape environmental protection and river basin management into a
new heights in the country towards the decades.
Staffing
From the beginning of the project until present time, a total staff
of 8 personnel works at PMO which comprise of 1 Director, 1 Marine
Officer, 1 Information Officer, 1 Engineer, 2 Technical Assistants,
1 Administrative Clerk and 1 Driver.
