INTEGRATED COASTAL MANAGEMENT PLAN (ICM) IN SELANGOR

 

INTRODUCTION

Port Klang Integrated Coastal Management Project (ICM-Integrated Coastal Management) is a technical cooperation program between Selangor State Government and Partnerships in Environmental Management for the Seas of East Asia  (PEMSEA) througha memorandum of agreement  in the year 2001.

Port Klang (include Klang and Kuala Langat districts) has been chosen as a National Demonstration Site for ICM Project. Selangor Water Management Authority (SWMA) @ Lembaga Urus Air Selangor (LUAS) has been selected as a Project Management Office (PMO) whereas Klang Municipal Council (MPK) and Kuala Langat District Council (MDKL) as a Local Authority Agency (PBT) which involved directly and implement it with other related Government agencies and departments, private sector and NGOs. This plan has been adopted by the State Government after approval by the State Executive Council (MMKN) sitting on 24th July 2007.

 

KLANG-KUALA LANGAT ICM

The project which began in 2001 had gone through several phases namely preparing, initiating, developing, adopting and implementing prior to the final phase of refining and consolidating. At present, this ICM Plan is in implementation phase where LUAS is responsible as a coordinator for each Action Plan that has been developed.

The workshop for  reviewing the Port Klang ICM Planwas held in 27th of April 2010 and was officially opened by Member of Parliament for Kuala Langat. The main purposes of the workshop are:

  1. To review the  action plans and strategies that have been developed in order to ensure that the action plans and strategies are still relevant with the jurisdiction of stakeholders.
  2. To Identify the problems faced by each agency in the implementation of ICM Klang and Kuala Langat

 

KUALA SELANGOR – SABAK BERNAM ICM

Integrated Coastal Management Plan for Sabak Bernam and Kuala Selangor District is a replication of the Integrated Coastal Management Plan for Klang and Kuala Langat District that have been developed through cooperation between the Government of Malaysia, the Selangor State Government and the GEF-IMO-Partnership in Environmental Management for The Seas of East Asia (PEMSEA) in which the  Klang Municipal Council (MPK) and Kuala Langat District Council (MDKL) is a Main Stakeholders.

 

This project was initiated in December 2010 with the organizing of the Strategy and Action Plan Workshop for Sabak Bernam District on 20 and 21st of December 2010 at the  Sabak Bernam Mini Convention Centre (SBMCC) and inaugurated by the President of Sabak Bernam District Council (MDSB).

The Second workshop was held at Pusat Pelancongan Kelip-kelip Kg. Kuantan on 1st of March 2011 and was officially opened by YB Puan Elizabeth Wong, Chairman of the Standing Committee of Tourism, Consumer Affairs and Environment.

The consolidated Workshop of the  ICM Strategy Plan for both districts was conducted on 31st May 2011 at the Grand Ballroom, De Palma Hotel Kuala Selangor and was inaugurated by YB Tuan Edward Lee, Assistant  EXCO of Tourism, Consumer Affairs and the Environment, which representing YB Puan Elizabeth Wong.

In addition to the Strategy Plan, the ICM project will also include several sub-projects such as Integrated Coastal Use Zoning Plan (ICUZP), Initial Risk Assessment (IRA), and Information, Education and Communication (IEC) in which collaboration with the  PEMSEA that willing to send 3 trainers from the Philippines and Indonesia.

ICM project for Kuala Selangor and Sabak Bernam district will be implemented as planned and is expected to be finalized in early 2012. MDKS and MDSB are expected to sign the PNLG Charter in Korea in July 2012 to mark that Kuala Selangor and Sabak Bernam have implemented ICM Plan and can be included in the ICM map for the Southeast Asia.
